Scott Black, Chairperson
Scott Black has served as a member of the Board of Commissioners since 2009. Commissioner Black has served as a volunteer in the Franklin community since moving here in 1999 with his family. As a volunteer, he served on the executive board for Franklin Tomorrow. He has also served as a mentor for a program with Franktown Open Hearts. Prior to joining the Franklin Housing Authority Board of Commissioners, he served on the Mayor's task force for affordable housing where he served as the first chairman.
Darlene Morton, Vice Chairperson
Darlene has served on the FHA Board of Commissioners since 2009. She is owner of Morton Properties LLC and a REALTOR with Benchmark Realty LLC. A Franklin native and active member of the community, Darlene is chairperson of the United Community Resource Foundation, serves on the Mayor's task force for affordable housing in Franklin, and has been appointed to serve as Grand Jury Foreperson for Williamson County.
Donnell Lane
Donnell has served on the FHA Board of Commissioners since 2015. He is retired from Fibertek formerly CPS. He has been a pillar in the community having been a member of the Fantastic Twelve Social Club, a Scoutmaster, co-founder of the Inner City Coalition. Donnell served his country in the United States Army and was honorably discharged and has served as an officer for the American Legion Post 215.
Ethel Scruggs
Ethel has served on Franklin Housing Authority Board of Commissioners since 2002. Ethel is a Franklin Housing Authority resident appointed for board service by the Mayor. She is also an active member of the West Harpeth Baptist Church.
Bob Barrett
Bob has served on the Franklin Housing Board of Commissioners since 2020. He is retired from Metropolitan Nashville Government, and has been a Franklin resident since 2015. Bob is a member of St. Paul's Episcopal Church.
